Because some part of Poles haven't got any drinking culture. Youngsters and old boozers are often very agressive and dangerous. Sometimes I drink wine or beer in a park with my friends. But we have to be very careful and we must avoid The Police.
I remember when I was drinking wine on common lawn in Budapest nearby Astoria Hotel on Kossuth Lajos utca. People were very kind and friendly and there weren't any agressive behaviours.
Often on mass events our local government permits to drink alcohol (usually only beer), but only bought in official sell-points. This alcohol can be drink only in plastic, because drunk morons like to throw glass bottles into the crowd. It's embarassing for me as a Pole.
